ADL M&S Dashboard · baseline Monte Carlo runs

Best-available Blue counter coverage for projectile-on-projectile wargaming.

This dashboard summarizes the revised baseline across all ADL Red/Gray threat rows, the model inventory, and eligible Blue counter-system candidates. It now selects the best available Blue defensive counter for each force-pair scenario while preserving a training-only, non-operational boundary.
